Sift together flour, cream of tartar, baking sodda and salt and set aside.

Cream butter and shortening.

Slowly, add sugar; then eggs, one at a time.

Add creamed mixture to flour mixture.

Chill dough for at least one hour.

Preheat oven to 400 degrees.

Line cookie sheet with parchment paper.

Mix sugar and cinnamon.

Roll dough into small balls about the size of a walnut.

Roll each ball in the cinnamon sugar mixture to coat evenly.

Place on lined cookie sheet about 2 inches apart.

Bake at 400 degrees for 10 minutes.

Cool for 2 minutes.

Remove cookies from cookie sheet to a wire rack and cool completely.
