Mix all sauce ingredients except water and cornstarch, set aside
Sauté chicken in oil until cooked through, then set aside
Sauté ginger and garlic until fragrant, about 10 seconds
Add chilies, onion and red pepper, sauté for about 2 minutes
Add remaining vegetables, chicken and sauce mixture, heat through until boiling
Mix cornstarch into water, add to pan.
Simmer for 5 minutes, or until thickened
