2Stir in pepperoni, pizza sauce, mushrooms, Italian seasoning, and fennel into meat mixture. Bring to boil; reduce heat. Simmer, uncovered for 10 min. Stir occasionally. Preheat oven to 400.
3In a bowl, combine egg substitute, milk, and oil. Whisk for 1 minute. Add flour; whisk 1 minute more or until smooth.
4Top meat mixture in skillet with broccoli; sprinkle with mozzarella cheese. Pour egg mixture over all; cover completely. Sprinkle with parmesan cheese.
5Bake, uncovered, 25 to 30 min. or until topping is puffed and golden brown.
