In sauce pan, mix refried beans and milk and simmer of low heat, stirring frequently. Heat olive oil in large skillet over medium heat. Add onions and sauté 3 minutes. Add garlic and sauté until onions are beginning to brown, careful not to burn garlic. Add ground beef and season with salt and pepper. Chop ground beef into fine pieces and cook until browned through. Add tomato sauce and taco sauce and simmer until thickened. Warm tortillas for 10-seconds in microwave. Spread beans onto tortilla, add cheese, then meat. Garnish with sour cream, fold, then serve.
