Mix ground beef, egg, bread crumbs, salt, and 1 tablespoon parsley in a medium bowl and form into small meatballs.

Melt butter in a 5-quart Dutch oven. Saute meatballs in a single layer at a time, until browned on all sides. Drain fat. Set meatballs aside.

In same Dutch oven, combine remaining ingredients, mixing well. Return meatballs to Dutch oven and simmer for 1 hour. Remove bay leaf and serve.
