Sautee in large frying pan, oil, garlic, peppers, and shallot. Meanwhile, in a medium size frying pan brown 94/6 lean ground beef, then drain and rinse meat with warm water. Add beef to sauteed vegetables, and remaining ingredients starting with canned tomato sauce. Add 1 cup water. Add 2 tsp cumin, 6-8 tsp of chili powder, and salt and pepper to taste. Let simmer 30 min, covered, stirring occasionally. Serve up in bowls and ENJOY!
