1Halve and seed the pepper, precook slighly in boling water about 2 or 3 minutes.
2Cook minute rice according to directions.
3Brown hamburger and drain. Add tomato sauce, 1/2 cup water and all of the spices. Simmer and cook the hamburger and let get tender, about 5 minutes. Add in the cooked rice.
