preheat oven to 350 degrees F. Line cupcake pans with paper liners. In a bowl stand mixer fitted with apaddle attatchment, combine butter and brown sugar. Beat together on medium-high speed until light and fluffy, about 3 mins. Mix in egg beating after the addition and scraping bowl as needed. Combine flour, baking soda, baking powder, and salt in a medium bowl on low speed alternate between milk and the dry ingredients. Blend in vanilla and fold in chocolate chips with a spatula. Divide batter evently into cupcake liners. Bake for about 10 minuates or untill a toothpick comes out clean when inserted. Allow to cool completely.
