Melt butter in a large stockpot.

Add garlic, finely diced onions, leeks, carrots and celery to butter and cook for 5 minutes.

Remove pan from the heat and add the flour, stir until flour is incorporated. Add broth, milk and worcestershire sauce, stir and return to the burner.

Bring soup to a simmer for several minutes. Add tomatoes and honey and simmer for 20 minutes.

Add salt and pepper to taste, basil and rice wine vinegar. Simmer for 20 more minutes. Serve.
