Heat the oil over medium heat. Add onion, garlic, the tortillas, and cilantro. Cook until onions are translucent.

Add the tomatoes, water and broth bringing to a boil.

Add seasonings and bay leaves.

Reduce heat and simmer for an additional 30 minutes.

Remove bay leaves and stir in shredded chicken.

Garnish with Monterrey Jack cheese and avocado, and sour cream and tortilla chips, if desired.
