1. In a saucepan, add 2 tablespoons of oil and heat.

2. Sweat onions (do not add color) and then add chopped garlic and continue to sauté for one more minute . Once they have softened, add the puree and water.

3. Bring to a boil then reduce heat to a simmer. Add oregano, pepper, salt, bay leaves, heavy cream, and sugar.

4. Continue to slowly cook for a minimum of 20 mins.
