Pour boiling water over raisins and let stand for 10 minutes.

In a bowl, combine flour, wheat germ, sugar, baking powder, salt and raisins. Combine milk, oil and egg in a separate bowl and pour into flour mixture. Stir just until combined.

Spoon into a nonstick or paper lined muffin tin, filling each 3/4 full. bake in 375F oven for 18-20 minutes, until firm to touch.
