Combine ground beef, onion, peppers and garlic in large frying pan. Saute until browned. Drain fat.

Add spices, Worcestershire, tomato past and water to pan. Stir to combine and simmer 15 minutes.

Lay hot dogs in the bottom of an 8x8 pan. Cover with the meat mixture.Top with the cheese.

Bake at 400 degrees for 20 to 30 minutes. Cheese should be completely melted and hot dogs cooked.
