Boil 1-1/2 cups water and dilute bouillon cube.

In saucepan, combine broth, chopped onion, chopped celery, snipped fresh parsley, and dried basil.

Bring mixture to boiling; reduce heat, cover, and simmer for 15 mins, or til celery is tender.

Place 1/2 vegetable mixture in blender; cover and blend for 30-60 secs, or until smooth. Pour into bowl. Repeat with remaining half of mixture.

In same saucepan, melt butter; stir in flour, salt, and white pepper. Add milk all at once. Cook and stir until mixture is thickened and bubbly.

Stir in blended vegetable mixture. Cook and stir til soup is heated through.

Season to taste with additional salt and pepper.
