Steps
Sequence Step
1Preheat oven to 375. Coat 3x19 pan with cooking spray.
2Cook pasta according to package directions and drain. Brown been on stove and drain. Steam broccoli in microwave for 5 minutes. Combine all three in a large bowl.
3Meanwhile in bowl combine bread crumbs and 1 tablespoon of parmesan cheese. Set aside.
4In large saucepan, whisk together milk and flour until belended; add onion. Bring to boil, whisking frequently. Reduce heat to low and simmer until thickened.
5Remove from heat and whisk in cheddar cheese, mustard, salt, pepper, remaining parmesan cheese, and chili powder. Pour over pasta/meat/broccoli mixture. Stir to coat.
6Transfer to baking dish and top evenly with bread crumb mixture. Bake until bubbly and brown around the edges - about 25 minutes.
7Divide into 8 pieces and serve.
