In large saucepan, heat olive oil. Add onions and bring to medium heat. Add salt and cook until translucent, about 5-7 minutes.

Add garlic and cook for another 2-3 minutes. Stir in the tomatoes with 3/4 can of water. Bring to a boil, reduce to a simmer and cook for 20-30 minutes.

Meanwhile, bring a pot of water to boil. Add cauliflower and cook for 5-7 minutes until soft and falling apart. Strain cauliflower and add it to the tomato mixture.

Simmer cauliflower in tomato mixture until cauliflower has completely broken up and is coated in sauce, 20-30 minutes. Mixture should be thickened. Taste to adjust seasonings and stir in lemon zest. Serve.
