Melt butter in pan and stir in flour, continue to cook for 2 minutes

add milk and whisk until it comes to a boil

Simmer for 15 minutes and season with salt and pepper

Add cheese and leave on low heat until cheese melts. remove from heat

Place fish on pan (sprayed with pam) spoon sauce over fish and broil for 5 minutes or until fish is done.
