1Cook onions and green pepper in olive oil until onions are clear. Add ground beef and fry until mixture falls apart. Stir in remaining ingred. Pour into greased 2 qt casserole. Cover and bake 1 hour at 350 degrees. Remove cover last 15 minutes.
