In a separate bowl wisk, flour, baking powder, baking soda and salt. Set aside.
In a blender combine softened butter, sugar and eggs. Puree until blended. Separately mix 1/2 scoop of protein powder and water. Add to blender and puree until blended. Gradually add flour mixture until mixed, fold in 1/2 peanut butter chips.
Line muffin pan and scoop into liners. Add one peanut butter chip to the top of each mini muffin
Bake at 350 for 20 minutes.
