Preheat oven to 350. Grease baking sheets or use baking stone. Sift flour, baking soda, baking powder and salt into mixing bowl; set aside

With hand-held mixer, cream shortening, water, and sugars in a bowl. Add egg and vanilla and beat until light and fluffy.

Add flour mixture and beat on low speed until thoroughly blended. Stir in rolled oats and chocolate chips with wooden spoon, mixing well. Dough should be crumbly

Drop heaped spoonfuls onto baking stone, spacing 1" apart. Bake for approx 15 mins or until firm around edges but soft in the middle. With slotted spatula, transfer cookies to wire rack for cooling
