Cook carrots, sugar, thyme and pototes in butter until soft. Add stock and simmer 15 minutes. Cool soup and puree until smooth. Return to pot and whisk in cream and wine. Add salt, pepper and cayenne pepper to taste. Reheat back to simmer.
