Mix berries with 2 tablespoons of sugar and flour, along with 1 teaspoon on lemon zest. Set aside in a baking dish. Mix together sugar and butter, then add in each egg one at a time. Add flour and buttermilk in increments. Spoon batter over berry mixture, then top with cinnamon and sugar. Bake at 350 degrees F for about 45 minutes.
