In a medium soucepan stir together the rhubarb , 1 cup sugar, and the water.Bring to a goil, reduce heat. Cover and simmer for 5 minutes. In a small bowl , stir together the remaining 1/2 cup sugar and the 2 tablespoons flour. Stir sugar mixture into the rhubarb mixture. Cook and stir about 1 minute mmore until thick. Remove from heat; stir in vanilla. Set aside.
Preheat oven to 375 degrees. In a meduim bowl, stir toghter the 1 1/2cups flour, the oats, brown sugar, and the baking soda. Using a pastry blender, cut in the shortening until the resembles coarse crumbs. Stir in the 1/2 cup pecans. Reserve 1 cup of the crumb mixture.
Press the remaining into the bottom of the prepared pan. Spread the rhubarb mixture over the top. Sprinkle with reserved crumb mixture and, if desired sprinkle with the chopped nuts. Bake for 30 to 35 minutes until the top is golden brown. Cool pan on a wirte rack. Remove bars and cut into 45 bars.
