Steps
Sequence Step
1Brown beef and onion in a large skillet on medium high heat; drain fat. Add tomato sauce, water (rinse can of sauce with this water), black beans, corn, and jalapenos; mix well. Stir in all the spices, except the red pepper flakes. Bring to a boil. Reduce heat to low; let simmer for 5 minutes. Add red pepper flakes to taste.
2Spread 1/2 cup of the beef mixture on bottom of 13x9x2 baking dish sprayed with non-stick cooking spray. Top with 4 tortillas, which have been cut in half, overlapping as needed.  Layer with 1/2 of the remaining beef mixture and 1/2 the cheese. Repeat with remaining tortillas, beef mixture and cheese.
3Bake in preheated 350F oven 15 minutes or until heated through. Let stand 5 minutes before serving.
