Chop onion and bell pepper, begin sauteing over low heat. Peel and mince or crush garlic; add to onion / pepper mixture. Saute over low heat until onion is translucent. Add diced tomatoes and tomato paste; stir well. season with chili powder and salt and pepper to taste. (Add sliced jalapenos if desired.) cook over medium-high heat; about 5 minutes. Transfer mixture to a large pot (or crock pot).

Add beans (do NOT drain). Add additional chili powder, or jalapenos, or ground red pepper,etc., to taste. Bring jsut to a boil over medium heat, then simmer covered, at least 30 minutes.

Serve over Fritos and top with grated sharp cheddar cheese.
