Saute onion, celery and carrots in oil for 5 minutes, careful to not let it burn. Add chicken broth, salt, pepper, baisl and bay leaves and bring to a boil. Simmer for 10 minutes and add raw chicken. Cook for 10 minutes and remove chicken to cut when cooled. In the meantime, add diced potatoes and cook for 5 minutes before adding rice pasta and green beans. Add chicken back in and cook for another 10-15 mintues until all vegetables and pasta is tender.
