Preheat oven to 350 degrees F. Blend together flour, baking powder and salt in med. bowl. Using electric mixer beat the sugar, eggs and zests in large bowl til pale and fluffy. Beat in vinegar and milk. Gradually beat in oil. Add flour mixture and stir until just blended.

Crush almonds with hands and add to batter. Stir until blended.

Fill muffin tin almost to top of paper liner. Bake til golden on top and toothpick inserted into center comes out with moist crumbs attached approx 20-25 mins.

Transfer to wire rack and cool 10-15 mins.
Dust to taste with powder sugar before serving
