Steps
Sequence Step
1Peel 16 leaves off of cabbage and boil for 3 minutes in large pot of water, drain well. Mix together, raw hamburger, the rest of the cabbage chopped fine, eggs, salt, pepper.
2Divide mixture into 16 equal portions and wrap each portion in 1 of the cabbage leaves place in 9x13 pan, sealed edge down. Mix together tomato sauce, diced tomatoes, water and pour over cabbage rolls.
3Bake covered in a 350 degree oven for 1 hour.
