Add the sugar, butter, cocoa powder, milk, vanilla, and salt to a saucepan. Over medium heat, bring to a boil and then cook at a rolling boil for 1 minute.

Stir constantly. Stir in peanut butter until it melts.

Add oats and stir until a dough forms.

Spoon the dough onto wax paper and let cool 15-20 minutes, or until it sets.
