Mix paprika, salt and pepper with ground beef. Stir fry and set aside. Sautee celery, carrots, onion till soft. Add tomato, beef broth ground beef and cabbage. Bring to boil and cook 15 min. Add rice and transfer to crock pot, cook on low for 6 hrs
