Combine sugar, corn syrup, water, and cream of tartar in sauce pan.

Bring mixture to boil, stirring constantly.

Once boiling, stop stirring and insert thermometer and continue to cook until 300 - 310 degrees.

Remove from heat. Allow to cool to 275 degrees. Add color and flavor, stir to mix.
