Partially freeze steak; trim fat from steakj. Slice steak diagonally across grain into 1/4-inch strips.

Combine soy sauce and next 3 ingredients in a small bowl; stir well, and set aside.

Coat a wok or nonstick skillet with cooking spray; drizzle oil around top of wok coating all sides

Heat at medium-high (375 degrees) until hot.

Add steak stir-fry 2 minutes. Add peppers; stir-fry 4 minutes or until steak is browned. Add reserved cornstarch mixture to steak mixture. Cook, stirring constantly, until thickened.
