1. Chop celery, carrots, garlic and onion, saute in butter for 3-4 minutes.
2. Coarsely chop cauliflower into small pieces, add to pan and saute 3-4 minutes.
3. Add in flour. Stir for about 1 minute.
4. Slowly pour in vegetable broth and milk. Stir until smooth.
5. Add salt, pepper, any other seasonings.
6. Bring to a boil. Turn down heat and simmer, stirring occasionally for 30 minutes.
