Steps:
1. Preheat the oven to 375°
2. Put paper cups in 3 mini-muffin pans
3. In a large mixing bowl, cream sugar and shortening until fluffy.
4. Add egg, milk and vanilla; mix well.
5. Combine flour, baking soda, baking powder, and salt in a small bowl.
6. Gradually add dry ingredients to creamed mixture; mix well.
7. Mix in chocolate chips.
8. Spoon about 1 tablespoon of batter into each cup.
9. Bake for 10-13 minutes.
10. Cool in pan 10 minutes before removing to a wire rack.
