Cut potatoes and carrots into 1 inch pieces. Cut onions into thin wedges. Cut beef into 1 inch chunks.

Lightly coat a 4-quart Dutch oven or heavy pot with cooking spray and heat over medium high heat. Add beef and cook for 4 to 5 minutes, stirring frequently. Remove from pot with slotted spoon and set aside.

Add all ingredients, except the tomato sauce and beef to the pot. Bring to a boil. Reduce heat, cover, and simmer about 15 minutes or until vegetables are tender.

Add tomato sauce to pot. Return to a boil. Reduce heat, add beef, and simmer for about 10 minutes.
