Preheat oven to 425 degrees. Lightly oil a shallow 2 qt. baking dish.
In a large bowl, combine chili ingredients. Pour into baking dish.
In a small bowl, combine cornmeal, flour, baking powder. Add soy milk and margarine, stiring until ingredients are just moistened, do not over beat.
Spoon cornmeal mixture over chili. Bake tamale pie about 25 minutes until cornbread is golden.
