In a large frying pan, add enough water to cover the bottom of the pan about 1/4 inch. Over medium-high heat, sauté half the ground beef until cooked through, stirring well and breaking up meat. Place into a large chaffing dish sprayed well with baking spray. Cook remaining meat the same way (drain meat in a colander before putting into chaffing pan). Add the refried beans, water and taco seasoning. Cook on low stirring frequently and well. It likes to burn, be careful. Simmer for about 20 minutes or until at least 165 degrees. Serve 2 0unces of meat on a taco shell for one serving - makes 65-70 servings.
