Sequence Step
1Place chilies into heat proof bowl. Cover with boiling water. Let sit for 30 minutes.
2Toast caraway, coriander, cumin over low medium heat. Stir occasionally and remove when fragrant.
3Grind spices with coffee grinder, spice grinder, mortar and pestle, or food processor.
4Drain chilies, remove seeds and stems.
5Combine chili with spices, garlic and dash of salt in food processor.
6Slowly add olive oil with food processor running. Add some soaking liquid if a thinner paste is desired.
