Place chilies into heat proof bowl. Cover with boiling water. Let sit for 30 minutes.

Toast caraway, coriander, cumin over low medium heat. Stir occasionally and remove when fragrant.

Grind spices with coffee grinder, spice grinder, mortar and pestle, or food processor.

Drain chilies, remove seeds and stems.

Combine chili with spices, garlic and dash of salt in food processor.

Slowly add olive oil with food processor running. Add some soaking liquid if a thinner paste is desired.
