Bring water to boil in a large pot. Add corse salt to season pasta. Add penne pasta. Cook until desired doneness.

Bring water to boil in large sauce pan. Add sun-dried tomatoes and cook until done.

Pre-heat oven using the broiler. Chop peppers and smash garlic cloves. Place in oven on baking stone. Broil until garlic is brown and the skins of the peppers are completely blackened. Allow peppers to cool and remove blackened skin. Note: the garlic will have to be removed prior to the peppers.

Remove sun-dried tomatoes from the boiling water. Pour out water. Using same pot, add olive oil, onion and garlic and half of the basil. Cook over medium low heat until onion becomes transparent.

Add peppers and sun-dried tomatoes, stir to coat and leave over heat until peppers and tomatoes are thoroughly heated.

Remove penne pasta from the boiling water. Mix with vegetable mixture.
