Cook soba noodles to al dente and set aside.

Blanche green beans and set aside.

While pasta and green beans are cooling, whisk dressing ingredients -- lime juice, 3 T fish sauce, chili sauce, sugar, bragg''s and sesame oil.

Mix remaining salad ingredients (reserving chopped peanuts), with noodles and green beans and toss with salad dressing.
