Use whole fish, head, tail, and all. Cut the sides open in the middle. Baste with flour and fry in oil till both sides are brown. Sauté the vegetables, spices and herbs. Place the fish gently into the pan. Put in chili pepper and ketchup. Cover and give the pan a spin. Open and put the butter. Steam for low heat for 5 minutes.
