1lightly coat the chicken in the flour and brown. Does not have to be all the way cooked as it will be in the crockpot. mix the orange juice, vinegar, ketchup, brown sugar, salt, honey and soy sauce in a bowl. Mix well. Meanwhile, chop up all the veggies, place in the crockpot, pour the sauce over the chicken while in the pan, and stir. Place chicken mixture over the veggies and turn on high. Let sit for about 5-6 hours. You can add mandarin orange segments in close to the finish as well as add the juice from the can at the begginning. It depends on how much of the orange flavor you are looking for. Serve over steamed rice.
