In a medium bowl mash the banana. Try to make it as clump free as possible. Add the vanilla and whip with a fork for a few seconds. In a large bowl mix both sugars, oil and water. Mix the banana mix into this. In a medium bowl mix the flour, baking soda, cinnamon, and salt. Add the dry mix to the wet ingredients. Stir in the oats. Add in the raisins. Drop by heaping spoonfuls on a baking sheet lined with parchment paper (or a well greased sheet). Bake at 350 for 11 minutes, then keep an eye on the cookies. You want to remove them when they are slightly underdone to keep them chewy. Cookies can take anywhere from 11-16 minutes to be done. Remove from oven, let sit on the baking sheet for one minute. Then remove and let cool on a wire rack. One batch makes about 30 cookies. These are very sweet. To make this healthier you can cut back on the sugars and substitute applesauce for the oil. You can also substitute whole wheat flour for the regular flour.
